Histadrut Sums Up the Year: More Than 300 Collective Agreements

Agreements in the Private and Public Sectors
Collective agreements were concluded in government authorities, municipalities, industry, transportation, education, social services, high tech, and finance. Among the most notable were an agreement with Fire and Rescue Authority employees—the first comprehensive agreement for this group in 16 years—as well as wage agreements in the court system and local authorities. An agreement and an extension order also increased the value of recuperation days for private-sector employees.
Protection During the War
Protection for reservists against dismissal was extended from 30 to 60 days. Paid days of absence for spouses of reservists who need to care for children were established for the first time through an agreement and an extension order, with no expiration date. The minimum period of unpaid leave required to qualify for unemployment benefits was reduced from 14 to 10 days, while those who went on such leave during the first days of the war became eligible for payment after only five days.
New Unions and the Right to Organize
New workers’ committees were established at, among others, the Ichilov Hospital Health Corporation, Air Haifa, Hotze Israel, and other organizations. A separate union for public-service psychologists was also created—the first new sectoral union in a decade. According to the source, the Dfus Emanuel company of Rishon LeZion must pay 500,000 shekels for violating its employees’ right to organize in 2025; the case number and the date of the decision were not provided.
Minimum Wage and Safety
An attempt to freeze the minimum-wage increase under the Economic Arrangements Law was blocked. In April, the minimum wage rose by approximately 196 shekels, reaching 6,443.85 shekels. In addition, construction safety regulations were adopted that redistribute responsibility at construction sites and extend it to development companies and additional contractor officials.
