Who Received Repayment Demands
Of the total amount, approximately NIS 184.3 million is to be repaid by 2,991 business owners from communities along the confrontation line. These areas, whose residents were evacuated for approximately a year and a half, received nearly NIS 4 billion of the total compensation. A tourism business owner said that after receiving an advance payment of NIS 56,000, the authority rejected most of his final claim and demanded that he repay NIS 36,000.
How the Compensation Tracks Are Structured
Three main mechanisms were used for indirect damage. The "Red Track" was intended for businesses in border communities and evacuated communities, and included full compensation for the actual loss of profit or income. The "Green Track" included caps and calculations based on a decline in turnover or on wages paid, while the Qualifying Expenses Track provided a business continuity grant in cases of a significant reduction in activity, generally exceeding 25%.
How Many Claims Are Still Under Review
Across all tracks, 121,302 claims were filed in northern Israel: 100,539 were approved and closed, and 9,488 were rejected during the initial review. In addition, 2,540 objections were rejected, and 701 cases remain at the objection or appeal stage—188 and 513, respectively. Another 2,292 claims are currently undergoing initial review.
The Dispute Over Processing Times
Business owners and their representatives complain of waiting years for final decisions and of having to take out loans. Business representatives attribute the delays to staff shortages and the absence of a fixed timeframe for reviewing claims. The Israel Tax Authority responded that the Compensation Fund is handling an unprecedented number of applications, but could not examine the specific complaints without the details of the businesses mentioned.
