Two Years Later, the State Attorney’s Office Has Yet to Decide Whether to Prosecute Veridis

The investigation into the waste recycling company Veridis, its controlling shareholder Gil Agmon, and other officeholders concluded two years ago. Nevertheless, the Tel Aviv District Attorney’s Office has yet to decide whether to file indictments and whether to hold a hearing beforehand.

Key facts

  • •The investigation began in early 2023
  • •The materials are with the Tel Aviv District Attorney’s Office
  • •Support for 2022–2023 — approximately NIS 124 million
  • •Support for 2024–2026 was approved subject to conditions
  • •An update regarding the administrative dispute is expected in November 2026
  • •No criminal indictments have been filed

What the Parties Involved Are Suspected Of

The investigation by the Israel Police Coastal District and the Ministry of Environmental Protection began in early 2023. Suspicions of environmental offenses, the illegal landfilling of waste under the guise of compost in the Jordan Valley, and the receipt of payments from the state based on false representations were investigated. It was also investigated whether the trucks transporting the waste were weighed and whether landfill levies were paid.

No Decision Has Yet Been Made in the Criminal Case

The materials were transferred to the Tel Aviv District Attorney’s Office, but no decision has yet been made regarding the possible prosecution of the company and its executives. The question of holding a hearing before filing an indictment has also not yet been decided. The State Attorney’s Office said that the case is being studied and reviewed in the usual manner.

The Dispute Regarding State Support

Veridis continues to receive support from the state: payments for 2024–2026 were approved, but their provision is contingent on compliance with the conditions established by law. At the same time, the company is appealing the Ministry of Environmental Protection’s decision to deny it support for 2022–2023 totaling approximately NIS 124 million. The company returned the money to the state and filed an administrative petition.

The Negotiations and the Company’s Position

The parties to the administrative proceeding are conducting negotiations on several issues, including the support and rehabilitation of the site. Judge Haya Zandberg permitted an extension of the deadline and the submission of an update in November 2026, noting that the time had come for the parties to achieve certainty. Veridis and its officeholders reject the suspicions; no indictments have been filed against them, and they are entitled to the presumption of innocence.

What this means for you

The investigation itself and the transfer of the materials to the State Attorney’s Office do not indicate guilt or that an indictment will necessarily be filed. The affair also illustrates that a criminal investigation and an administrative dispute concerning state payments may proceed in parallel, and that the provision of support depends on compliance with the conditions established by law.
